Turner is Professor of Sociology at Australian Catholic University. He is one of the world's leading sociologists of religion and has written, co-authored or edited more than 70 books in the field.

This collection addresses the preconditions of democratic rule, the state this form of governance is in, and the changing ways in which citizens can (still) act as the sovereign in liberal democratic societies.

In arguing for a recognition of human rights as ontologically grounded in shared vulnerability, the author pays attention to the complex relationships among the state, the social rights of citizens that the state creates, and the human rights of persons as individuals.
