La Tripolitania in largo senso, ¿ o la Libia come prevale denominarla ¿ nei suoi limiti attuali (per quanto poco definiti) non forma una regione geografica propriamente detta, ma soltanto un corpo politico, passato dalla sovranità della Turchia a quella dell¿Italia, la quale, esordiendo coll¿occuparvi alcuni tratti del litorale, nella fiducia di giungere poco a poco alla presa di possesso delle parti interne, ha intenzione d¿instaurarvi gradatamente un governo più stabile del precedente e portare il paese allo stato di civiltà che gli è consentito dalla sua posizione, dalle modeste risorse del terreno, dall¿attitudine colonizzatrice degl¿Italiani medesimi.

Der Kaiser der Franzosen hat sich bitter getäuscht, wenn er geglaubt hat, durch eigene Anschauung vermittelst einer blossen Triumphreise den Zustand einer Colonie kennen lernen zu können. Schon um civilisirte Völker zu studiren und dann ihren moralischen und materiellen Zustand würdigen und beurtheilen zu können, darf man nicht als grosser Herr, viel weniger als Kaiser reisen. Ich erinnere nur an die bekannte Reise der Kaiserin Katharine in Süd-Russland, der man alle Tage dieselben Leute, dasselbe Vieh entgegen trieb, um sie glauben zu machen, dass die Provinzen gut bevölkert seien. Und sehen wir nicht in Algerien bei der Reise des Kaisers sich etwas Aehnliches wiederholen? Die Duar in der Provinz Oran waren bei der Durchreise des Herrschers nach Sidi Bel-Abbès an die Landstrasse gerückt; so erzählen uns die Lokalblätter.Die Araber gründlich kennen zu lernen ist gar noch schwieriger; das gelingt nur bei langjährigem Aufenthalt unter ihnen, oder wenn man in ihrer Mitte gereist ist und zwar unter der Maske eines Mohammedaners, nicht eines Vornehmen, sondern eines Bedürftigen; denn selbst einem vornehmen Religionsgenossen gegenüber sind die Araber Lügner, Heuchler und Prahler. Unter allen anderen Umständen ist man nur zu geneigt, über den Grundcharakter dieses Volkes in grosse Irrthümer zu verfallen, wie eben erst der Kaiser und früher der bekannte General Daumas, der so anziehende Bücher über die Araber geschrieben hat, die man jedoch als nichts weiter als Romane betrachten darf. Denn obgleich General Daumas jahrelang die Bureaux arabes dirigirte, so hatte er doch wohl nie Gelegenheit, mit den Leuten vom kleinen Zelte zu verkehren, sondern frequentirte nur die Leute der cheima kebira; will man aber ein Volk kennen lernen, so muss man sich nicht blos in den höchsten Kreisen desselben bewegen, sondern alle Klassen durchmustern.
