Dem Buch liegen die Ergebnisse eines vergleichenden (im Auftrag der Wustenrot Stiftung am IfS Institut fur Stadtforschung und Strukturpolitik GmbH, Berlin, durchgefuhrten) Forschungsprojekts zu Grunde, in dem die Reformen der kommunalen Politik und Verwaltung in Grobritannien/England, Schweden, Frankreich und Deutschland untersucht wurden. Diese vier Lander konnen als Prototypen europaischer Kommunalsysteme gelten, die sich fur eine vergleichende Analyse der mageblichen Entwicklungslinien, Reformen und ihrer Bestimmungsfaktoren (Pfadabhangigkeit, Europaisierung, internationale Reformdiskurse, Finanzkrise usw.) in besonderem Mae eignen.Um einen umfassenden ber- und Einblick zu gewinnen, wird der Vergleich der allgemeinen kommunalen Strukturen (territoriale Gliederung, kommunale Aufgaben, lokale Demokratie, kommunale Leistungsstrukturen, Organisations- und Personalstrukturen, kommunale Finanzen) durch die Untersuchung ausgewhlter relevanter kommunaler Handlungsfelder (kommunale Sozialpolitik, einschlielich kommunaler Beschftigungspolitik, sowie stdtebauliche Planung und Baugenehmigung) ergnzt und vertieft. Abschlieend wird fr die Handlungsfhigkeit der vier Kommunalsysteme eine Rangfolge (ranking"e;) vorgeschlagen.

They cast a distinctive light on debates about EU enlargement, Europeanization, and patterns of governance.

This book examines local government performance in key areas of social services and economic promotion in eight towns in the Czech Republic, Hungary, Poland and Russia. It dispels the myth that socio-economic 'givens' or inter-governmental systems are key determinants of local development.

"Good local governance" reflects the dual functions of local government. On the one hand, democratic regimes gain input legitimacy by responsiveness and by being inclusive towards the preferences of their citizens. On the other hand, they achieve output legitimacy by effectively delivering public goods and services. Their governance strategies follow three major paths - "decentralisation," "political administrative reforms" and "participatory reforms". But national contexts, actors, political culture and path dependency matter a lot. In this book continent-wide developments are compared by using relevant country studies. This comparative approach focuses on "developing countries" in Asia, Africa and Latin America, comparing and contrasting their experience with that of European countries
