    In response to HUD's request, the NRC assembled a panel of experts, the Committee for Oversight and Assessment of the Partnership for Advancing Technology in Housing, under the auspices of the Board on Infrastructure and the Constructed Environment. Over an initial term of three years, the committee was asked to review and comment on the following aspects of the PATH program: overall goals; proposed approach to meeting the goals and the likelihood of achieving them; and measurements of progress toward achieving the goals.

    Aquifer storage and recovery (ASR) is a process by which water is recharged through wells to an aquifer and extracted for beneficial use at some later time from the same wells. ASR is proposed as a major water storage component in the Comprehensive Everglades Restoration Plan (CERP), developed jointly by the U.S. Army Corps of Engineers (USACE) and the South Florida Water Management District (SFWMD). The plan would use the Upper Floridan aquifer (UFA) to store as much as 1.7 billion gallons per day (gpd) (6.3 million m3/day) of excess surface water and shallow groundwater during wet periods for recovery during seasonal or longer-term dry periods, using about 333 wells. ASR represents about one-fifth of the total estimated cost of the CERP. Aquifer Storage and Recovery in the Comprehensive Everglades Restoration Plan examines pilot project from the perspective of adaptive assessment, i.e., the extent to which the pilot projects will contribute to process understanding that can improve design and implementation of restoration project components. This report is a critique of the pilot projects and related studies.

The first section of the report is a brief description of the challenges and proposed responses needed from the highest levels of the government and the second provides more detailed discussion and is directed to agency-level issues and responses. The last section is a detailed bibliography that lists many of the specific reports on which the views outlined here are ultimately based.

    The National Research Council's Committee on the Impact of Low-Level Radioactive Waste Management Policy on Biomedical Research in the United States was called on to assess the effects of the low-level radioactive waste management policy on the current and future activities of biomedical research. This report provides an assessment of the effects of the current management policy for low-level radioactive waste (LLRW), and resulting consequences, such as higher LLRW disposal costs and onsite storage of LLRW, on the current and future activities of biomedical research. That assessment will include evaluating the effects that the lack of facilities and disposal capacity, and rules of disposal facilities, have on institutions conducting medical and biological research and on hospitals where radioisotopes are used for the diagnosis and treatment of disease.

    Proponents of agricultural biotechnology believe that genetically modified (GM) crops have the potential to provide great ecological benefits, such as reduced pesticide and land use, as well as agricultural benefits. However, given the rapid emergence of commercial GM crops and the likely increase in their use, many groups have raised concerns about the potential unintended, adverse ecological effects of these crops. Some ecological concerns are enhanced development of pest resistance, crosspollination with wild relatives, and reductions in beneficial insects or birds. Ecological Monitoring of Genetically Modified Crops considers the latest in monitoring methods and technologies and to asks--What are the challenges associated with monitoring for ecological effects of GM crops? Is ongoing ecological monitoring of GM crops a useful and informative activity? If so, how should scientifically rigorous monitoring be carried out in the variety of ecological settings in which GM crops are grown?

    Since 1992, the Committee on National Statistics (CNSTAT) has produced a book on principles and practices for a federal statistical agency, updating the document every 4 years to provide a current edition to newly appointed cabinet secretaries at the beginning of each presidential administration. This second edition presents and comments on three basic principles that statistical agencies must embody in order to carry out their mission fully: (1) They must produce objective data that are relevant to policy issues, (2) they must achieve and maintain credibility among data users, and (3) they must achieve and maintain trust among data providers. The book also discusses 11 important practices that are means for statistical agencies to live up to the four principles. These practices include a commitment to quality and professional practice and an active program of methodological and substantive research.

    The Committee on Educational Excellence and Testing Equity was created under the auspices of the National Research Council (NRC), and specifically under the oversight of the Board on Testing and Assessment (BOTA). The committee's charge is to explore the challenges that face U.S. schools as they work to achieve the related goals of academic excellence and equity for all students. This report provides not only the summary of a workshop held by the forum on the testing of English-language learners (students learning English as an additional language) in U.S. schools, but also a report on the committee's conclusions derived from that workshop and from subsequent deliberations.

    In the Bhopal disaster of 1984, approximately 2,000 residents living near a chemical plant were killed and 20,000 more suffered irreversible damage to their eyes and lungs following the accidental release of methyl isocyanate. This tragedy served to focus international attention on the need for governments to identify hazardous substances and assist local communities in planning how to deal with emergency exposures. Since 1986, the U.S. Environmental Protection Agency has been tasked with identifying extremely hazardous substances and, in cooperation with the Federal Emergency Management Agency and the Department of Transportation, assist local emergency response planners. The National Advisory Committee on Acute Exposure Guideline Levels for Hazardous Substances was established in 1995 to develop acute exposure guideline levels (AEGLs) for high priority toxic chemicals that could be released into the air from accidents at chemical plants, storage sites, or during transportation. This book reviews toxicity documents on five chemicals--chlorine, hydrogen chloride, hydrogen fluoride, toluene, and uranium hexafluoride--for their scientific validity, comprehensives, internal consistency, and conformance to the 1993 guidelines report.

    In this first in a proposed series of workshops on regulatory issues in animal care and use, the Institute for Laboratory Animal Research (ILAR) has addressed the existing and proposed requirements for reporting pain and distress in laboratory animals. The Animal Welfare Act, administered by the Animal and Plant Health Inspection Service of the United States Department of Agriculture (USDA), mandates that pain and distress in laboratory animals be minimized. USDA is considering two policy changes with regard to this specific mandate. Firstly, since there has been no functional definition of "distress," USDA has prepared such a definition and requested feedback from the scientific community on its usefulness for regulatory and reporting requirements. The second issue concerns the pain and distress categorization scheme for reporting to USDA. Various groups and individuals have questioned the efficacy of the current categories, and specific changes have been proposed by the Humane Society of the United States. USDA is considering these and other potential changes to the existing scheme. Thus, given these potential changes to animal welfare policy, the aim of the ILAR/NIH joint workshop was to provide feedback to the USDA. The speakers were asked to address these two issues as well as to comment upon whether the information contained in the 1992 ILAR report Recognition and Alleviation of Pain and Distress in Laboratory Animals is still useful to investigators in assisting them to comply with regulations. The speakers provided perspectives based on their individual expertise in the areas of science of pain and distress, animal welfare policy, protocol review, and/or as representatives of relevant organizations or institutions. The following proceedings are an edited transcript of their presentations.

    The goal of this workshop was to bring together bioinformatics stake holders from government, academe, and industry for a day of presentations and dialogue. Fifteen experts identified and discussed some of the most important issues raised by the current flood of biologic data. Topics explored included the importance of database curation, database integration and interoperability, consistency and standards in terminology, error prevention and correction, data provenance, ontology, the importance of maintaining privacy, data mining, and the need for more computer scientists with specialty training in bioinformatics. Although formal conclusions and recommendations will not come from this particular workshop, many insights may be gleaned about the future of this field, from the context of the discussions and presentations described here.

    US/Japan meetings on laboratory animal science have been held virtually every year since 1980 under the US/Japan Cooperative Program on Science and Technology. Over the years these meetings have resulted in a number of important documents including the Manual of Microbiologic Monitoring of Laboratory Animals published in 1994 and the article Establishment and Preservation of Reference Inbred Strains of Rats for General Purposes. In addition to these publications, the meetings have been instrumental in increasing awareness of the need for microbiologic monitoring of laboratory rodents and the need for genetic definition and monitoring of mice and rats. In cooperation with the Comparative Medicine section of NCRR/NIH, the ILAR Council and staff are pleased to become the host for this important annual meeting and look forward to participating in future meetings. The support and sponsorship of NCRR (P40 RR 11611) in the United States and the Central Institute for Experimental Animals in Japan are gratefully acknowledged. Bringing together the leading scientists in the field of laboratory animal care has resulted in increased understanding of American and Japanese approaches to laboratory animal science and should continue to strengthen efforts to harmonize approaches aimed at resolving common challenges in the use of animal models for biomedical research and testing. This effort to improve understanding and cooperation between Japan and the United States should also be useful in developing similar interaction with other regions of the world including Europe, Australia, and Southeast Asia.

    Research Council established the Ecosystems Panel in response to a request from the United States Global Change Research Program (USGCRP). The panel's charge included periodic reviews of the ecosystems aspects of the USGCRP, and this is the first of those reviews. It is based on information provided by the USGCRP, including Our Changing Planet (NSTC 1997 and earlier editions 1); ideas and conversations provided by participants in a workshop held in St. Michaels, Maryland, in July 1998; and the deliberations of the panel. In addition, the panel reviewed the ecosystems chapter of the NRC report Global Environmental Change: Research Pathways for the Next Decade (NRC 1999a, known as the Pathways report).The USGCRP is an interagency program established in 1989 and codified by the Global Change Research Act of 1990 (PL 101-606). The USGCRP comprises representatives of the departments of Agriculture, Commerce (National Oceanic and Atmospheric Administration and National Institute of Standards and Technology), Defense, Energy, Health and Human Services (theNational Institute of Environmental Health Sciences), Interior, and State, as well as the Environmental Protection Agency, the National Aeronautics and Space Administration, the National Science Foundation, the Smithsonian Institution, the Office of Science and Technology Policy, the Office of Management and Budget, and the intelligence community (NSTC 1997). The USGCRP's research program is described in detail in Our Changing Planet (NSTC 1997, 1999). In brief, the program focuses on four major areas of earth-system science: 1) Seasonal to interannual climate variability; 2) Climate change over decades to centuries; 3) Changes in ozone, ultraviolet (UV) radiation, and atmospheric chemistry, and 4) Changes in land cover and in terrestrial and aquatic ecosystems. The fourth topic is the area in which advice was requested from the ecosystems panel.The Ecosystems Panel's charge has three parts: to provide a forum for the discussion of questions of ecosystem science of interest to scientists in and out of the federal agencies, to periodically review the ecosystem aspects of the USGCRP's research program, and to help identify general areas of ecosystem science that need additional attention, especially areas that cut across ecosystems and levels of ecological organization. In addressing the second item of its charge for this report, the panel first identified the most significant and challenging areas in ecosystem science, then used that identification as a basis to make recommendations to the USGCRP. Thus, this report is not a detailed review of the USGCRP's program, but rather an attempt to identify those areas that the panel concludes are most in need of attention by a general research program on global change. As noted in this report, some of those areas are already receiving attention by the USGCRP.

    Manufactured vitreous fibers (MVF), also known as synthetic vitreous fibers, are considered to be less hazardous than asbestos to human health. They are used in many thermal- and acoustical-insulation applications as an asbestos substitute or as a filtration medium. The Navy uses MVF in shipboard and onshore applications. To protect Navy personnel from harmful exposures to MVF, the U.S. Navy Environmental Health Center (NEHC) developed occupational exposure standards. The documentation assists industrial hygienists, occupational medicine physicians, and other Navy health professionals in assessing and controlling the health hazards linked with exposure to MVF.In 1997, the National Research Council (NRC) was asked to conduct an independent review of the Navy's toxicological assessment of MVF and to evaluate the scientific validity of its exposure standard of 2 fibers per cubic centimeter of air (f/cm3). The NRC assigned the task to the Committee on Toxicology, which established the Subcommittee on Manufactured Vitreous Fibers, a multidisciplinary group of experts, to determine whether all relevant toxicological and epidemiological data were correctly considered in developing the exposure standard; and to examine the uncertainty, variability, and quality of data and the appropriateness of assumptions used in the derivation of the exposure standard. The subcommittee was also asked to identify deficiencies in the MVF database and, where appropriate, to make recommendations for future research and data development.Review of the U.S. Navy's exposure Standard for Manufactured Vitreous Fibers represents the subcommittee's final report. The committee had expanded its review when in January 1999, the Navy revised its Occupational Safety and Health Program Manual (CNO 1999), changing the occupational exposure limit for MVF to the American Conference of Governmental Industrial Hygienists (ACGIH) threshold limit value (TLV) of 1 f/cm3. The report features recommendations by the subcommittee as well as information gaps found throughout investigation. Overall, the subcommittee found that the Navy made a good start in assessing the health effects of MVF, but needed further research.

    The Department of the Navy strives to maintain, through its Office of Naval Research (ONR), a vigorous science and technology (S&T) program in those areas considered critically important to U.S. naval superiority in the maritime environment, including littoral waters and shore regions. In pursuing its S&T investments in such areas, ONR must ensure that (1) a robust U.S. research capability to work on long-term S&T problems in areas of interest to the Department of the Navy and the Department of Defense is sustained, (2) an adequate supply of new scientists and engineers in these areas is maintained, and (3) S&T products and processes necessary to ensure future superiority in naval warfare are provided. One of the critical areas for the Department of the Navy is undersea weapons. An Assessment of Undersea Weapons Science and Technology assesses the health of the existing Navy program in undersea weapons, evaluates the Navy's research effort to develop the capabilities needed for future undersea weapons, identifies non-Navy-sponsored research and development efforts that might facilitate the development of such advanced weapons capabilities, and makes recommendations to focus the Navy's research program so that it can meet future needs.

    The Social Security Administration (SSA) is engaged in redesigning its disability determination process for providing cash benefits and medical assistance to blind and disabled persons under the Social Security Disability Insurance (SSDI) program and the Supplemental Security Income (SSI) program (Title II and Title XVI of the Social Security Act). The agency has undertaken a multiyear research effort to develop and test the feasibility, validity, reliability, and practicality of the redesigned disability determination process before making any decision about its national implementation. Survey Measurement of Work Disability reviews and provides advice on this research. One of the major areas for review is the ongoing independent, scientific review of the scope of work, design, and content of the Disability Evaluation Study (DES) and the conduct of the study by the chosen survey contractor. This report identifies statistical design, methodological, and content concerns and addresses other issues as they arise.

    Since Operation Desert Shield/Desert Storm, Gulf War veterans have expressed concerns about health effects that could be associated with their deployment and service during the war. Although similar concerns were raised after other military operations, the Gulf War deployment focused national attention on the potential, but uncertain, relationship between the presence of chemical and biological (CB) agents and other harmful agents in theater and health symptoms reported by military personnel. Strategies to Protect the Health of Deployed U.S. Forces which is one of the four two-year studies, examines the detection and tracking of exposures of deployed personnel to multiple harmful agents.

    In 1996, the U.S. Congress enacted two laws, Public Law 104-201 (authorization legislation) and Public Law 104-208 (appropriation legislation), mandating that the U.S. Department of Defense (DOD) conduct an assessment of alternative technologies to the baseline incineration process for the demilitarization of assembled chemical munitions. The PMACWA had previously requested that the National Research Council (NRC) perform and publish an independent evaluation of the seven technologies packages that had been selected during earlier phases of the Assembled Chemical Weapons Assessment (ACWA) program and deliver a report by September 1, 1999. However, to meet that deadline, the NRC Committee on Review and Evaluation of Alternative Technologies for Demilitarization of Assembled Chemical Weapons (ACW Committee) had to terminate its data-gathering activities on March 15, 1999, prior to the completion of demonstration tests. In September 1999, the PMACWA requested that the ACW Committee examine the reports of the demonstration tests and determine if the results changed the committee's original findings, recommendations, and comments. Evaluation of Demonstration Test Results of Alternative Technologies for Demilitarization of Assembled Chemical Weapons documents the committee's reassessment of the findings and recommendations in the original report, Review and Evaluation of Alternative Technologies for Demilitarization of Assembled Chemical Weapons.

    Policy makers are caught between two powerful forces in relation to testing in America's schools. One is increased interest on the part of educators, reinforced by federal requirements, in developing tests that accurately reflect local educational standards and goals. The other is a strong push to gather information about the performance of students and schools relative to national and international standards and norms. The difficulty of achieving these two goals simultaneously is exacerbated by both the long-standing American tradition of local control of education and the growing public sentiment that students already take enough tests. Finding a solution to this dilemma has been the focus of numerous debates surrounding the Voluntary National Tests proposed by President Clinton in his 1997 State of the Union address. It was also the topic of a congressionally mandated 1998 National Research Council report (Uncommon Measures: Equivalence and Linkage Among Educational Tests), and was touched upon in a U.S. General Accounting Office report (Student Testing: Issues Related to Voluntary National Mathematics and Reading Tests). More recently, Congress asked the National Research Council to determine the technical feasibility, validity, and reliability of embedding test items from the National Assessment of Educational Progress or other tests in state and district assessments in 4th-grade reading and 8th-grade mathematics for the purpose of developing a valid measure of student achievement within states and districts and in terms of national performance standards or scales. This report is the response to that congressional mandate.

    Issues involving science, technology, and health (STH) have moved to the forefront of the international diplomatic agenda. Other vital issues linked to technological developments pervade longer-range foreign policy concerns. Thus, STH considerations are often central to the Department of State's bilateral and multilateral interactions with other governments. STH aspects play a large role in discussions of such critical topics as nuclear nonproliferation, use of outer space, population growth, adequate and safe food supply, climate change, infectious diseases, energy resources, and competitiveness of industrial technologies. In addressing these issues, expert STH knowledge is essential to the anticipation and resolution of problems and to the achievement of foreign policy goals. The Department, recognizing that it requires strengthened capabilities to address such an array of topics, asked for suggestions by the National Research Council as to how it could better deal with foreign policy issues with STH content.

    The Global Energy and Water Cycle Experiment (GEWEX) Panel of the National Research Council (NRC) was tasked by the U.S. Global Change Research Program (USGCRP) to provide a rapid and succinct assessment to relevant agencies on the general merit of the GEWEX America Prediction Project (GAPP), as well as the Coordinated Enhanced Observing Period (CEOP). In addition, the panel was asked to provide guidance to the agencies on the relationships between the agencies' newly proposed hydrologic research activities, GAPP, and CEOP. Providing this guidance is critical, in part, because the federal agencies tend to have somewhat differing priorities across the wide span of GEWEX activities.

    Since the 1970s, concerns about health hazards associated with electric and magnetic fields from power lines and from workplace, school, and household use of electricity have led to many studies and continued controversy about whether adverse health effects occur. In the Energy Policy Act of 1992 (Public Law 102-486), Congress authorized a focused national research program to study the possible health effects of exposure to low-intensity, 60-hertz electric and magnetic fields. In response to this legislation and at the request of the Department of Energy (DOE), the National Research Council established a committee under the Board on Radiation Effects Research (BRER) in the Commission on Life Sciences (CLS) to aid in its review of the power-frequency magnetic field research activities completed under the Electric and Magnetic Fields Research and Public Information Dissemination (EMF-RAPID) program that was authorized by the Energy Policy Act. The Research Council's Committee to Review the Research Activities Completed Under the Energy Policy Act of 1992 (EPACT) was asked to review the EMF-RAPID program implemented by DOE and the National Institute of Environmental Health Sciences (NIEHS), and research strategies suggested by other federal and nonfederal groups.

    To explore the connections between new approaches to science education and new developments in assessment, the Board on Testing and Assessment (BOTA) of the National Research Council (NRC) sponsored a two-day conference on February 22 and 23, 1997. Participants included BOTA members, other measurement experts, and educators and policymakers concerned with science education reform. The conference encouraged the exchange of ideas between those with measurement expertise and those with creative approaches to instruction and assessment.

    Advances in the capabilities of technologies applicable to distributed networking, telecommunications, multi-user computer applications, and interactive virtual reality are creating opportunities for users in the same or separate locations to engage in interdependent, cooperative activities using a common computer-based environment. These capabilities have given rise to relatively new interdisciplinary efforts to unite the interests of mission-oriented communities with those of the computer and social science communities to create integrated, tool-oriented computation and communication systems. These systems can enable teams in widespread locations to collaborate using the newest instruments and computing resources. The benefits are many. For example, a new paradigm for intimate collaboration between scientists and engineers is emerging. This collaboration has the potential to accelerate the development and dissemination of knowledge and optimize the use of instruments and facilities, while minimizing the time between the discovery and application of new technologies. Advanced Engineering Environments: Achieving the Vision, Phase 1 describes the benefits and feasibility of ongoing efforts to develop and apply advanced engineering environments (AEEs), which are defined as particular implementations of computational and communications systems that create integrated virtual and/or distributed environments linking researchers, technologists, designers, manufacturers, suppliers, and customers.

    A major goal of the Federal Aviation Administration (FAA), and now the Transportation Security Administration (TSA), is the development of technologies for detecting explosives and illegal drugs in freight cargo and passenger luggage. One such technology is pulsed fast neutron analysis (PFNA). This technology is based on detection of signature radiation (gamma rays) induced in material scanned by a beam of neutrons. While PFNA may have the potential to meet TSA goals, it has many limitations. Because of these issues, the government asked the National Research Council to evaluate the potential of PFNA for airport use and compare it with current and future x-ray technology. The results of this survey are presented in "Assessment of the Practicality of Pulsed Fast Neutron Analysis for Aviation Security." A broad range of detection methods and test results are covered in this report. Tests conducted as of October 2000 showed that the PFNA system was unable to meet the stringent federal aviation requirements for explosive detection in air cargo containers. PFNA systems did, however, demonstrate some superior characteristics compared to existing x-ray systems in detecting explosives in cargo containers, though neither system performed entirely satisfactorily. Substantial improvements are needed in the PFNA detection algorithms to allow it to meet aviation detection standards for explosives in cargo and passenger baggage. The PFNA system currently requires a long scan time (an average of 90 minutes per container in the prototype testing in October 2000), needs considerable radiation shielding, is significantly larger than current x-ray systems, and has high implementation costs. These factors are likely to limit installation at airports, even if the detection capability is improved. Nevertheless, because PFNA has the best potential of any known technology for detecting explosives in cargo and luggage, this book discusses how continued research to improve detection capabilities and system design can best be applied for the airport environment.

    The American Anti-Vivisection Society (AAVS) petitioned the National Institutes of Health (NIH) on April 23, 1997, to prohibit the use of animals in the production of mAb. On September 18, 1997, NIH declined to prohibit the use of mice in mAb production, stating that "e;the ascites method of mAb production is scientifically appropriate for some research projects and cannot be replaced."e; On March 26, 1998, AAVS submitted a second petition, stating that "e;NIH failed to provide valid scientific reasons for not supporting a proposed ban."e; The office of the NIH director asked the National Research Council to conduct a study of methods of producing mAb.In response to that request, the Research Council appointed the Committee on Methods of Producing Monoclonal Antibodies, to act on behalf of the Institute for Laboratory Animal Research of the Commission on Life Sciences, to conduct the study. The 11 expert members of the committee had extensive experience in biomedical research, laboratory animal medicine, animal welfare, pain research, and patient advocacy (Appendix B). The committee was asked to determine whether there was a scientific necessity for the mouse ascites method; if so, whether the method caused pain or distress; and, if so, what could be done to minimize the pain or distress. The committee was also asked to comment on available in vitro methods; to suggest what acceptable scientific rationale, if any, there was for using the mouse ascites method; and to identify regulatory requirements for the continued use of the mouse ascites method.The committee held an open data-gathering meeting during which its members summarized data bearing on those questions. A 1-day workshop (Appendix A) was attended by 34 participants, 14 of whom made formal presentations. A second meeting was held to finalize the report. The present report was written on the basis of information in the literature and information presented at the meeting and the workshop.

    Now that the initial results of The Third International Mathematics and Science Study (TIMSS) have been released, the Board on International Comparative Studies in Education (BICSE) has turned its attention to what happens next. The TIMSS data are potentially useful to researchers, policy makers, practitioners, and others interested in evidence regarding factors that influence student learning. But although the study has produced a remarkable volume of intriguing data, it is by no means complete. Scholarly review of the initial data, evaluations of claims based on the data, and follow-up secondary analysis based on the primary findings are all integral parts of a study of this magnitude, but the bulk of this very important work has not yet begun. Because of the board's serious concern that this necessary work has not been undertaken, or funded, it held a workshop on June 17 and 18, 1998, to explore different perspectives on possible next steps. The workshop was an invaluable opportunity for the board to explore issues and questions it has addressed over the years and to solidify its thinking about many of them. Because the board is convinced of the importance of moving forward with the TIMSS data, it presents in this report both recommendations as to what ought to be done and many of the innovative specific ideas that emerged from the workshop. These recommendations reflect the board's conviction, based on its many years of involvement with and deliberations about TIMSS, that this study is an extremely rich resource for the policy, scholarly, and practice communities, and that all of these groups have a responsibility to take full advantage of it. The recommendations and discussion in this report are intended to assist both researchers and funders who are considering further work with TIMSS, and a broader audience of researchers, policy makers, practitioners, and others who have followed the TIMSS results and are eager to use them. This report is, in a sense, the culmination of many years of effort for the board.

    The 1997 Conference on the World Climate Research Programme to the Third Conference of the Parties of the United Nations Framework Convention on Climate Change concluded that the global capacity to observe the Earth's climate system is inadequate and is deteriorating worldwide. As a result, the chair of the subcommittee of the U.S. Global Change Research Program (USGCRP) requested a National Research Council study to assess the current status of the climate observing capabilities of the United States. This report focuses on existing observing systems for detection and attribution of climate change, with special emphasis on those systems with long time series.
