    We in the United States have almost come to accept natural disasters as part of our nation's social fabric. News of property damage, economic and social disruption, and injuries follow earthquakes, fires, floods and hurricanes. Surprisingly, however, the total losses that follow these natural disasters are not consistently calculated. We have no formal system in either the public or private sector for compiling this information. The National Academies recommends what types of data should be assembled and tracked.

    Losses of life and property in the United States-and throughout the world-resulting from hydrologic hazards, including floods, droughts, and related phenomena, are significant and increasing. Public awareness of, and federal attention to, natural disaster reduction, with a focus on mitigation or preparedness so as to minimize the impacts of such events, have probably never been greater than at present. With over three-quarters of federal disaster declarations resulting from water-related events, national interest in having the best-possible hydrologic data, information, and knowledge as the basis for assessment and reduction of risks from hydrologic hazards is clear.The U.S. Geological Survey (USGS) plays a variety of unique and critical roles relevant to hydrologic hazard understanding, preparedness, and response. The agency's data collection, research, techniques development, and interpretive studies provide the essential bases for national, state, and local hydrologic hazard risk assessment and reduction efforts. This work includes some of the more traditional activities of the Water Resources Division (e.g., streamflow measurement) and some of the more innovative interdisciplinary activities (e.g., hydrologic research, educational outreach, real-time data transmission, and risk communication) being pursued in cooperation with other divisions of the USGS, other federal and state agencies, and other local entities. This report aims to help shape a strategy and improve the overall framework of USGS efforts in these important areas.

    This study was undertaken in recognition of the critical role played by the Energy Resources Program (ERP) of the U.S. Geological Survey (USGS) in the energy future of the United States. The ERP performs fundamental research to understand the origin and recoverability of fossil energy resources and conducts assessments of their future availability. The ERP also provides information and expertise on environmental effects.

    The US Environmental Protection Agency Office of Radiation and Indoor Air asked the National Research Council to evaluate whether sufficient new data exist to warrant a reassessment of health risks reported in Health Effects of Exposure to Low Levels of Ionizing Radiations (BEIR V) in 1990. To respond to this request, the National Research Council assembled the Committee on Health Risks of Exposure to Low Levels of Ionizing Radiations. The work of the committee was conducted in what was called the BEIR VII phase-1 study. To assist the committee during its deliberations, various scientists were consulted for advice, and a workshop on the impact of biology on risk assessment was held in collaboration with the Department of Energy Office of Health and Environmental Research. The intent of the workshop was to address the implications of new understanding of the biologic basis of radiation injury and carcinogenesis for risk assessment.

    The MSEB, with generous support and encouragement from the Carnegie Corporation of New York, seeks to bring discussion of assessment to school-and district-based practitioners through an initiative called Assessment in Practice (AIP). Originally conceived as a series of "e;next steps"e; to follow the publication of Measuring Up and For Good Measure, the project, with assistance from an advisory board, developed a publication agenda to provide support to teachers and others directly involved with the teaching and assessment of children in mathematics classrooms at the elementary, middle, and high school levels.In a series of three booklets, AIP presents an exploration of issues in assessment. The first booklet, Learning About Assessment, Learning Through Assessment discusses ways to assist teachers in learning about assessment and how student work can be a rich resource in professional development. The second, Assessment in Support of Instruction, makes a case for aligning assessments with state and district curriculum frameworks and examines ways in which states have shifted their curriculum frameworks and related state assessment programs to reflect the NCTM Standards and other perspectives. The third booklet, Keeping Score, discusses issues to be considered while developing high quality mathematics assessments. This series is specifically designed to be used at the school and school district level by teachers, principals, supervisors, and measurement specialists.

    The future national security environment will present the naval forces with operational challenges that can best be met through the development of military capabilities that effectively leverage rapidly advancing technologies in many areas. The panel envisions a world where the naval forces will perform missions in the future similar to those they have historically undertaken. These missions will continue to include sea control, deterrence, power projection, sea lift, and so on. The missions will be accomplished through the use of platforms (ships, submarines, aircraft, and spacecraft), weapons (guns, missiles, bombs, torpedoes, and information), manpower, materiel, tactics, and processes (acquisition, logistics, and so on.). Accordingly, the Panel on Technology attempted to identify those technologies that will be of greatest importance to the future operations of the naval forces and to project trends in their development out to the year 2035. The primary objective of the panel was to determine which are the most critical technologies for the Department of the Navy to pursue to ensure U.S. dominance in future naval operations and to determine the future trends in these technologies and their impact on Navy and Marine Corps superiority. A vision of future naval operations ensued from this effort. These technologies form the base from which products, platforms, weapons, and capabilities are built. By combining multiple technologies with their future attributes, new systems and subsystems can be envisioned. Technology for the United States Navy and Marine Corps, 2000-2035 Becoming a 21st-Century Force: Volume 2: Technology indentifies those technologies that are unique to the naval forces and whose development the Department of the Navy clearly must fund, as well as commercially dominated technologies that the panel believes the Navy and Marine Corps must learn to adapt as quickly as possible to naval applications. Since the development of many of the critical technologies is becoming global in nature, some consideration is given to foreign capabilities and trends as a way to assess potential adversaries' capabilities. Finally, the panel assessed the current state of the science and technology (S&T) establishment and processes within the Department of the Navy and makes recommendations that would improve the efficiency and effectiveness of this vital area. The panel's findings and recommendations are presented in this report.

    The cornerstone of chemical and biological defense strategy is protection (i.e., insulating personnel from chemical and biological agents using individual clothing ensembles and respirators, as well as collective filtration systems and shelters).     NASA's long-range plans include possible human exploratory missions to the moon and Mars within the next quarter century. Such missions beyond low Earth orbit will expose crews to transient radiation from solar particle events as well as continuous high-energy galactic cosmic rays ranging from energetic protons with low mean linear energy transfer (LET) to nuclei with high atomic numbers, high energies, and high LET. Because the radiation levels in space are high and the missions long, adequate shielding is needed to minimize the deleterious health effects of exposure to radiation. The knowledge base needed to design shielding involves two sets of factors, each with quantitative uncertainty--the radiation spectra and doses present behind different types of shielding, and the effects of the doses on relevant biological systems. It is only prudent to design shielding that will protect the crew of spacecraft exposed to predicted high, but uncertain, levels of radiation and biological effects. Because of the uncertainties regarding the degree and type of radiation protection needed, a requirement for shielding to protect against large deleterious, but uncertain, biological effects may be imposed, which in turn could result in an unacceptable cost to a mission. It therefore is of interest to reduce these uncertainties in biological effects and shielding requirements for reasons of mission feasibility, safety, and cost.

    This book synthesizes the findings of three workshops on research issues in high-performance computing and communications (HPCC). It focuses on the role that computing and communications can play in supporting federal, state, and local emergency management officials who deal with natural and man-made hazards (e.g., toxic spills, terrorist bombings). The volume also identifies specific research challenges for HPCC in meeting unmet technology needs in crisis management and other nationally important application areas, such as manufacturing, health care, digital libraries, and electronic commerce and banking.

    The site of a proposed repository for high-level radioactive waste from the nation's nuclear power plants is not at risk of ground water infiltration, concludes this important book. Yucca Mountain, located about 100 miles northwest of Las Vegas, has been proposed as the site for permanent underground disposal of high-level radioactive waste from the nation's civilian nuclear power plants. To resolve concerns raised by a Department of Energy (DOE) staff scientist concerning the potential for ground water to rise 1,000 feet to the level proposed for the repository, DOE requested this study to evaluate independently the past history and future potential of large upward excursions of the ground water beneath Yucca Mountain.

    The Office of Educational Research and Improvement (OERI) in the U.S. Department of Education has a mandate for expanding knowledge of teaching and learning and for improving education in this country. This book focuses on how OERI can better fulfill that mission in light of what is known about why prior education reforms have often failed, what is needed to enhance the effectiveness of such efforts, and what education research and development can contribute to better schools. The history, mission, governance, organization, functions, operations, and budgets of OERI are analyzed.     Hurricane Elena, following an erratic and difficult-to-forecast course along an unusually large section of the Gulf Coast, posed special problems from New Orleans, Louisiana, to Sarasota, Florida, well before it came ashore on September 2, 1985. Considerable wind damage occurred in this area to structures that were ostensibly designed to resist such extreme wind conditions. Because similar design conditions and building control procedures exist along other U.S. hurricane-prone coasts, the conclusions drawn in this detailed book catalog the structural damage caused by the hurricane and emergency response actions, establish the wind conditions of the storm, review in-depth the building control process used in the area, and conduct necessary structural and wind tunnel tests relevant to a large number of communities along the coastal areas.
