    Various editions of the Dictionary of Occupational Titles have served as the Employment Service's basic tool for matching workers and jobs. The Dictionary of Occupational Titles has also played an important role in establishing skill and training requirements and developing Employment Service testing batteries for specific occupations. However, the role of the Dictionary of Occupational Titles has been called into question as a result of planned changes in the operation of the Employment Service. A plan to automate the operations of Employment Service offices using a descriptive system of occupational keywords rather than occupational titles has led to a claim that a dictionary of occupational titles and the occupational research program that produces it are outmoded. Since the automated keyword system does not rely explicitly on defined occupational titles, it is claimed that the new system would reduce costs by eliminating the need for a research program to supply the occupational definitions. In light of these considerations, the present volume evaluates the future need for the Dictionary of Occupational Titles.

    Although the ocean-and the resources within-seem limitless, there is clear evidence that human impacts such as overfishing, habitat destruction, and pollution disrupt marine ecosystems and threaten the long-term productivity of the seas. Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas. The volume argues that implementation of MPAs should be incremental and adaptive, through the design of areas not only to conserve resources, but also to help us learn how to manage marine species more effectively.

Preparing the Workforce for Digital Curation considers the evolving roles and models of digital curation functions in research organizations, and their effects on employment opportunities and requirements. The recommendations of this report will help to advance digital curation and meet the demand for a trained workforce.

    Cyber-physical systems (CPS) are increasingly relied on to provide the functionality and value to products, systems, and infrastructure in sectors including transportation, health care, manufacturing, and electrical power generation and distribution. CPS are smart, networked systems with embedded sensors, computer processors, and actuators that sense and interact with the physical world; support real-time, guaranteed performance; and are often found in critical applications. Cyber-physical systems have the potential to provide much richer functionality, including efficiency, flexibility, autonomy, and reliability, than systems that are loosely coupled, discrete, or manually operated, but also can create vulnerability related to security and reliability. Advances in CPS could yield systems that can communicate and respond faster than humans; enable better control and coordination of large-scale systems, such as the electrical grid or traffic controls; improve the efficiency of systems; and enable advances in many areas of science. As CPS become more pervasive, so too will demand for a workforce with the capacity and capability to design, develop, and maintain them. Building on its research program in CPS, the National Science Foundation (NSF) has begun to explore requirements for education and training. As part of that exploration, NSF asked the National Research Council of the National Academies to study the topic. Two workshops were convened in 2014, on April 30 and October 2-3 in Washington, D.C., to explore the knowledge and skills required for CPS work, education, and training requirements and possible approaches to retooling engineering and computer science programs and curricula to meet these needs. Interim Report on 21st Century Cyber-Physical Systems Education highlights emerging themes and summarizes related discussions from the workshops.

    Globally, between 15-71 percent of women will experience physical and/or sexual abuse from an intimate partner at some point in their lifetime. Too often this preventable form of violence is repetitive in nature, occurring at multiple points across the lifespan. The prevalence of intimate partner violence is on the higher end of this spectrum in East Africa, with in-country demographic and health surveys indicating that approximately half of all women between the ages of 15-49 in Uganda, Kenya, and Tanzania having experienced physical or sexual abuse within a partnership. It is now widely accepted that preventing intimate partner violence is possible and can be achieved through a greater understanding of the problem; its risk and protective factors; and effective evidence-informed primary, secondary, and tertiary prevention. To that end, on August 11-12, 2014, the Institute of Medicine's Forum on Global Violence Prevention, in a collaborative partnership with the Uganda National Academy of Sciences, convened a workshop focused on informing and creating synergies within a diverse community of researchers, health workers, and decision makers committed to promoting intimate partner violence-prevention efforts that are innovative, evidence-based, and crosscutting. This workshop brought together a variety of stakeholders and community workers from Uganda, Kenya, and Tanzania to engage in a meaningful, multidirectional dialogue regarding intimate partner violence in the region. Preventing Intimate Partner Violence in Uganda, Kenya, and Tanzania summarizes the presentations and discussion of the workshop.

    "The Federal Aviation Administration (FAA) is currently undertaking a broad program known as Next Generation Air Transportation System (NextGen) to develop, introduce, and certify new technologies into the National Airspace System. NextGen is a fundamentally transformative change that is being implemented incrementally over a period of many years. Currently, the FAA is putting into place the foundation that provides support for the future building blocks of a fully operational NextGen. NextGen is a challenging undertaking that includes ground systems, avionics installed in a wide range of aircraft, and procedures to take advantage of the new technology. Transformation in the Air assesses the FAA's plan for research on methods and procedures to improve both confidence in and the timeliness of certification of new technologies for their introduction into the National Airspace System.     The U.S. Air Force has experienced many acquisition program failures - cost overruns, schedule delays, system performance problems, and sustainability concerns - over program lifetimes. A key contributing factor is the lack of sufficient technical knowledge within the Air Force concerning the systems being acquired to ensure success. To examine this issue, the Assistant Secretary of the Air Force for Acquisition requested that the Air Force Studies Board of the National Research Council undertake a workshop to identify the essential elements of the technical baseline - data and information to establish, trade-off, verify, change, accept, and sustain functional capabilities, design characteristics, affordability, schedule, and quantified performance parameters at the chosen level of the system hierarchy - that would benefit from realignment under Air Force or government ownership, and the value to the Air Force of regaining ownership under its design capture process of the future. Over the course of three workshops from November 2014 through January 2015, presenters and participants identified the barriers that must be addressed for the Air Force to regain technical baseline control to include workforce, policy and process, funding, culture, contracts, and other factors and provided a terms of reference for a possible follow-on study to explore the issues and make recommendations required to implement and institutionalize the technical baseline concept. Owning the Technical Baseline for Acquisition Programs in the U.S. Air Force summarizes the presentations and discussion of the three workshops.

    The National Research Council's Roundtable on Public Interfaces of the Life Sciences held a 2-day workshop on January 15-16, 2015, in Washington, DC to explore the public interfaces between scientists and citizens in the context of genetically engineered (GE) organisms. The workshop presentations and discussions dealt with perspectives on scientific engagement in a world where science is interpreted through a variety of lenses, including cultural values and political dispositions, and with strategies based on evidence in social science to improve public conversation about controversial topics in science. The workshop focused on public perceptions and debates about genetically engineered plants and animals, commonly known as genetically modified organisms (GMOs), because the development and application of GMOs are heavily debated among some stakeholders, including scientists. For some applications of GMOs, the societal debate is so contentious that it can be difficult for members of the public, including policy-makers, to make decisions. Thus, although the workshop focused on issues related to public interfaces with the life science that apply to many science policy debates, the discussions are particularly relevant for anyone involved with the GMO debate. Public Engagement on Genetically Modified Organisms: When Science and Citizens Connect summarizes the presentations and discussion of the workshop.

    In the last few decades great strides have been made in chemistry at the nanoscale, where the atomic granularity of matter and the exact positions of individual atoms are key determinants of structure and dynamics. Less attention, however, has been paid to the mesoscale--it is at this scale, in the range extending from large molecules (10 nm) through viruses to eukaryotic cells (10 microns), where interesting ensemble effects and the functionality that is critical to macroscopic phenomenon begins to manifest itself and cannot be described by laws on the scale of atoms and molecules alone. To further explore how knowledge about mesoscale phenomena can impact chemical research and development activities and vice versa, the Chemical Sciences Roundtable of the National Research Council convened a workshop on mesoscale chemistry in November 2014. With a focus on the research on chemical phenomena at the mesoscale, participants examined the opportunities that utilizing those behaviors can have for developing new catalysts, adding new functionality to materials, and increasing our understanding of biological and interfacial systems. The workshop also highlighted some of the challenges for analysis and description of mesoscale structures. This report summarizes the presentations and discussion of the workshop.

    Diplomacy for the 21st Century recommends steps that the Department of State should embrace to take full advantage of the leading science and technology (S&T) capabilities of the United States. These capabilities provide the department with many opportunities to promote a variety of the interests of the United States and its allies in a rapidly changing world wherein S&T are important drivers of economic development at home and abroad and help ensure international security. This report assesses and makes recommendations concerning the changing environment for the conduct of diplomacy in the years ahead, with a focus on the role of S&T in the development and implementation of U.S. policies and programs. According to this report, prompt steps by the department's leadership are essential to ensure adequate comprehension of the importance of S&T-related developments throughout the world and to incorporate this understanding within the nation's foreign policy for the 21st century. This report also urges the adoption by the department of a broader whole-of-society approach in carrying out its responsibilities at home and abroad - extending beyond traditional interagency coordination and the narrow band of current external partners to include foundations, universities, research centers, and other groups who are extending their international reach.

    Floods take a heavy toll on society, costing lives, damaging buildings and property, disrupting livelihoods, and sometimes necessitating federal disaster relief, which has risen to record levels in recent years. The National Flood Insurance Program (NFIP) was created in 1968 to reduce the flood risk to individuals and their reliance on federal disaster relief by making federal flood insurance available to residents and businesses if their community adopted floodplain management ordinances and minimum standards for new construction in flood prone areas. Insurance rates for structures built after a flood plain map was adopted by the community were intended to reflect the actual risk of flooding, taking into account the likelihood of inundation, the elevation of the structure, and the relationship of inundation to damage to the structure. Today, rates are subsidized for one-fifth of the NFIP's 5.5 million policies. Most of these structures are negatively elevated, that is, the elevation of the lowest floor is lower than the NFIP construction standard. Compared to structures built above the base flood elevation, negatively elevated structures are more likely to incur a loss because they are inundated more frequently, and the depths and durations of inundation are greater.Tying Flood Insurance to Flood Risk for Low-Lying Structures in the Floodplain studies the pricing of negatively elevated structures in the NFIP. This report review current NFIP methods for calculating risk-based premiums for these structures, including risk analysis, flood maps, and engineering data. The report then evaluates alternative approaches for calculating risk-based premiums and discusses engineering hydrologic and property assessment data needs to implement full risk-based premiums. The findings and conclusions of this report will help to improve the accuracy and precision of loss estimates for negatively elevated structures, which in turn will increase the credibility, fairness, and transparency of premiums for policyholders.

    Climate change poses risks to human health and well-being through shifting weather patterns, increases in frequency and intensity of heat waves and other extreme weather events, rising sea levels, ocean acidification, and other environmental effects. Those risks occur against a backdrop of changing socioeconomic conditions, medical technology, population demographics, environmental conditions, and other factors that are important in determining health. Models of health risks that reflect how health determinants and climate changes vary in time and space are needed so that we can inform adaptation efforts and reduce or prevent adverse health effects. Robust health risk models could also help to inform national and international discussions about climate policies and the economic consequences of action and inaction. Interest in resolving some of the challenges facing health effects modelers and health scientists led the National Research Council's Standing Committee on Emerging Science for Environmental Health Decisions to hold a workshop on November 3-4, 2014, in Washington, DC, to explore new approaches to modeling the human health risks of climate change. Throughout the workshop, the discussions highlighted examples of current application of models, research gaps, lessons learned, and potential next steps to improve modeling of health risks associated with climate change.     The Next Generation Air Transportation System's (NextGen) goal is the transformation of the U.S. national airspace system through programs and initiatives that could make it possible to shorten routes, navigate better around weather, save time and fuel, reduce delays, and improve capabilities for monitoring and managing of aircraft. A Review of the Next Generation Air Transportation provides an overview of NextGen and examines the technical activities, including human-system design and testing, organizational design, and other safety and human factor aspects of the system, that will be necessary to successfully transition current and planned modernization programs to the future system. This report assesses technical, cost, and schedule risk for the software development that will be necessary to achieve the expected benefits from a highly automated air traffic management system and the implications for ongoing modernization projects. The recommendations of this report will help the Federal Aviation Administration anticipate and respond to the challenges of implementing NextGen.

    BioWatch is an air monitoring system deployed in jurisdictions around the country with the goal of detecting the presence of certain high risk pathogenic microorganisms. It relies on a network of federal and nonfederal collaborative relationships to be successful, and is one part of a larger array of disease surveillance, intelligence-gathering, and biomonitoring activities in support of public safety and health. The assays used in the BioWatch system to detect the presence of pathogens in collected samples rely on the technique of polymerase chain reaction (PCR) to sensitively and specifically amplify target nucleic acid sequences. BioWatch PCR Assays evaluates and provides guidance on appropriate standards for the validation and verification of PCR tests and assays in order to ensure that adequate performance data are available to public health and other key decision makers with a sufficient confidence level to facilitate the public health response to a BioWatch Actionable Response. This report discusses principles of performance standards, reviews information from several existing guidance documents and standards that might be applicable to BioWatch, and discusses assay testing efforts that have occurred or are ongoing. BioWatch PCR Assays provides recommendations on general principles and approaches for a performance standard and validation framework to meet BioWatch's mission. The report also considers how developments in technology, particularly in multiplex PCR and next-generation sequencing, can contribute to the ability of the BioWatch program to meet current and future challenges. This report has been determined to contain information exempt from disclosure under 5 U.S.C. 552(b). Section 15 of the Federal Advisory Committee Act provides that the National Academies shall make its final report available to the public unless the National Academies determines that the report would disclose matters described in one or more of the exemption provisions under the Freedom of Information Act (FOIA). In such case, the National Academies "shall make public an abbreviated version of the report that does not disclose those matters." This unrestricted, abbreviated version of the report represents, in so far as possible, the committee's findings, recommendations, and other substantive material without disclosing materials described in 5 U.S.C. 552(b).

    The Florida Everglades is a large and diverse aquatic ecosystem that has been greatly altered over the past century by an extensive water control infrastructure designed to increase agricultural and urban economic productivity. The Comprehensive Everglades Restoration Plan (CERP), launched in 2000, is a joint effort led by the state and federal government to reverse the decline of the ecosystem. Increasing water storage is a critical component of the restoration, and the CERP included projects that would drill over 330 aquifer storage and recovery (ASR) wells to store up to 1.65 billion gallons per day in porous and permeable units in the aquifer system during wet periods for recovery during seasonal or longer-term dry periods.To address uncertainties regarding regional effects of large-scale ASR implementation in the Everglades, the U.S. Army Corps of Engineers (USACE) and the South Florida Water Management District conducted an 11-year ASR Regional Study, with focus on the hydrogeology of the Floridan aquifer system, water quality changes during aquifer storage, possible ecological risks posed by recovered water, and the regional capacity for ASR implementation. At the request of the USACE, Review of the Everglades Aquifer Storage and Recovery Regional Study reviews the ASR Regional Study Technical Data Report and assesses progress in reducing uncertainties related to full-scale CERP ASR implementation. This report considers the validity of the data collection and interpretation methods; integration of studies; evaluation of scaling from pilot-to regional-scale application of ASR; and the adequacy and reliability of the study as a basis for future applications of ASR.

    New astronomical facilities, such as the under-construction Large Synoptic Survey Telescope and planned 30-meter-class telescopes, and new instrumentation on existing optical and infrared (OIR) telescopes, hold the promise of groundbreaking research and discovery. How can we extract the best science from these and other astronomical facilities in an era of potentially flat federal budgets for both the facilities and the research grants? Optimizing the U.S. Ground-Based Optical and Infrared Astronomy System provides guidance for these new programs that align with the scientific priorities and the conclusions and recommendations of two National Research Council (NRC) decadal surveys, New Worlds, New Horizons for Astronomy and Astrophysics and Vision and Voyages for Planetary Sciences in the Decade 2013-2022, as well as other NRC reports.This report describes a vision for a U.S. OIR System that includes a telescope time exchange designed to enhance science return by broadening access to capabilities for a diverse community, an ongoing planning process to identify and construct next generation capabilities to realize decadal science priorities, and near-term critical coordination, planning, and instrumentation needed to usher in the era of LSST and giant telescopes.

    The National Flood Insurance Program (NFIP) is housed within the Federal Emergency Management Agency (FEMA) and offers insurance policies that are marketed and sold through private insurers, but with the risks borne by the U.S. federal government. NFIP's primary goals are to ensure affordable insurance premiums, secure widespread community participation in the program, and earn premium and fee income that covers claims paid and program expenses over time. In July 2012, the U.S. Congress passed the Biggert-Waters Flood Insurance Reform and Modernization Act (Biggert-Waters 2012), designed to move toward an insurance program with NFIP risk-based premiums that better reflected expected losses from floods at insured properties. This eliminated policies priced at what the NFIP called "pre-FIRM subsidized" and "grandfathered." As Biggert-Waters 2012 went into effect, constituents from multiple communities expressed concerns about the elimination of lower rate classes, arguing that it created a financial burden on policy holders. In response to these concerns Congress passed The Homeowner Flood Insurance Affordability Act of 2014 (HFIAA 2014). The 2014 legislation changed the process by which pre-FIRM subsidized premiums for primary residences would be removed and reinstated grandfathering. As part of that legislation, FEMA must report back to Congress with a draft affordability framework. Affordability of National Flood Insurance Program Premiums: Report 1 is the first part of a two-part study to provide input as FEMA prepares their draft affordability framework. This report discusses the underlying definitions and methods for an affordability framework and the affordability concept and applications. Affordability of National Flood Insurance Program Premiums gives an overview of the demand for insurance and the history of the NFIP premium setting. The report then describes alternatives for determining when the premium increases resulting from Biggert-Waters 2012 would make flood insurance unaffordable.
