Sir Arthur Lewis was the first development economist, the first Afro-Caribbean to hold a professorial chair at a British university and the first black man to win the Nobel prize for economics. However, he believed his contributions to the well-being of the poor through social and political activism were as important as his economics.

Poor people everywhere are politically weak, and yet poverty in some developing countries has gone down dramatically. Why is this? Using nine country case-studies this book provides answers by examining government alliances; policies on labour, tax, and expenditure; and the role of aid donors and NGOs.

This is the second of two volumes examining the theory that poverty in the world's poorest regions can be overcome through microeconomic policies. In this work, case studies of seven developing countries are examined, providing some unexpected conclusions.

In this study, Dr Mosley considers the economies of colonial Kenya and Southern Rhodesia and argues at the level of policy, most white producers acknowledged that they could not afford to let 'white mate black in a very few moves': they needed his cheap labour, cattle and maize too much to wish to damage seriously the peasant economy that sustained them.
