Cette recherche a pour but d'analyser l'Organisation des Nations Unies (ONU) et son rôle dans la protection des droits des minorités. Afin d'apporter une réponse à cette question, l'objectif général suivant a été formulé : définir quelles sont les mesures et s'il existe une application et une efficacité des politiques prises par l'ONU (Organisation des Nations Unies) en matière de défense des minorités. Ceci dans une perspective internationale, compte tenu des nombreuses différences idéologiques, politiques et culturelles. Les objectifs spécifiques sont les suivants : a) conceptualiser ce que l'on considère comme une minorité et identifier quelles sont ces minorités, quelle est leur situation juridique et s'il existe des menaces pour les libertés dans les territoires où elles se trouvent ; b) raconter l'évolution historique de l'ONU et quelle est sa structure pour promouvoir des politiques visant à protéger les droits de l'homme et des minorités ; c) élucider si les engagements pris par les pays auprès de l'ONU pour la défense des droits de l'homme et des minorités sont appliqués de manière efficace dans la sphère nationale. Afin d'atteindre ces objectifs, la recherche a une approche qualitative et théorique, utilisant la recherche bibliographique, les traités et la législation internationale.

Ziel dieser Untersuchung ist die Analyse der Vereinten Nationen (UN) und ihrer Rolle beim Schutz der Rechte von Minderheiten. Um eine Antwort auf diese Frage zu finden, wurde das folgende allgemeine Ziel formuliert: die Definition der Maßnahmen und die Frage, ob die von der UNO (Organisation der Vereinten Nationen) zum Schutz der Minderheiten ergriffenen Maßnahmen angewandt werden und wirksam sind. Und zwar aus einer internationalen Perspektive, angesichts der zahlreichen ideologischen, politischen und kulturellen Unterschiede. Die spezifischen Ziele sind: a) eine Begriffsbestimmung dessen, was als Minderheit gilt, und die Identifizierung, welche Minderheiten es gibt, wie ihre rechtliche Situation aussieht und ob die Freiheiten in den Gebieten, in denen sie leben, bedroht sind; b) die Darstellung der historischen Entwicklung der UNO und ihrer Struktur zur Förderung von Maßnahmen zum Schutz der Menschen- und Minderheitenrechte; c) die Klärung der Frage, ob die von den Ländern gegenüber der UNO eingegangenen Verpflichtungen zum Schutz der Menschen- und Minderheitenrechte im eigenen Land wirksam umgesetzt werden. Um diese Ziele zu erreichen, verfolgt die Studie einen qualitativen, theoretischen Ansatz und stützt sich auf bibliographische Recherchen, Verträge und internationale Gesetzgebung.

This research aims to analyze the United Nations (UN) and its role in protecting the rights of minorities. In order to find a response to this issue, the following general objective was formulated: to define what the measures are and whether there is application and effectiveness of the policies taken by the UN (United Nations Organization) in defense of minorities. This from an international perspective, given the many ideological, political and cultural differences. The specific objectives are: a) to conceptualize what is considered to be a minority, and to identify which ones they are, what their legal situation is and whether there are threats to freedoms in the territories in which they are found; b) to narrate the historical evolution of the UN and what its structure is for promoting policies aimed at protecting human and minority rights; c) to elucidate whether the commitments made by countries to the UN for the defense of human and minority rights are applied effectively in the domestic sphere. In order to achieve the objectives, the research has a qualitative, theoretical approach, using bibliographical research, treaties and international legislation.
