I Longobardi non altronde, che da' Goti riconoscono la loro origine, e la penisola di Scandinavia fu dell'una e dell'altra gente la comune madre: regione, che a dovere fu da Giornandes appellata Vagina gentium, e che può meritamente vantarsi di avere prodotti tutti quelli Principi, che lungamente le Spagne, buona parte delle Gallie, e sopra tutto l'Italia signoreggiarono, la quale ancorchè veggasi di questi tempi sottratta dal dominio de' Goti, ben tosto ricadde sotto quello de' Longobardi; e, questi poi mancati, sotto i Normanni, che pure vantano la medesima origine . I Gepidi, che dalla prosapia de' Goti discesero, usciti da quella penisola insieme co' Goti, alla Vistola fermaronsi....

Il Regno di Guglielmo I non tanto per le forze d'esterior nemico, quanto per l'interne rivoluzioni dei suoi Baroni, fu tutto perturbato e sconvolto, e si rese memorabile più per le congiure e sedizioni contro la sua persona, e de' maggiori personaggi della sua Corte, che per guerre e battaglie. Cagione di tanti mali fu l'aver voluto questo Principe dispregiare le azioni dell'ottimo padre, e permettere che lo stato della Corte, con tanta industria da colui riformato in meglio, andasse in ruina, avendo egli que' personaggi, che Ruggiero avea tenuti per suoi famigliari, parte condennati in esilio, e parte imprigionati. Ma assai più che conveniva, avendo innalzato Majone di Bari a' primi...

Quest'ampia e possente parte d'Italia, che Regno di Napoli oggi s'appella, il qual circondato dall'uno e dall'altro mare, superiore ed inferiore, non ha altro confine mediterraneo, che lo Stato della chiesa di Roma, quando per le vittoriose armi del Popolo romano fu avventurosamente aggiunta al suo Imperio, ebbe forma di governo pur troppo diversa da quella, che sortì da poi ne' tempi degli stessi romani Imperadori. Nuova politia sperimentò quando sotto la dominazione de' Re d'Italia pervenne. Altri cambiamenti vide sotto gl'Imperadori d'oriente. E vie più strane alterazioni sofferse, quando per varj casi trapassata di gente in gente, finalmente sotto l'Augustissima Famiglia Austriaca per...

Non bastò a Teodosio d'aver in cotal guisa dato riparo alla cadente giurisprudenza, e d'averla in cotal modo restituita nell'Accademie: erano ancora pochi coloro, come dice l'istesso Teodosio , qui juris civilis scientia ditarentur, et soliditatem verae doctrinae receperint. L'immensa copia de' libri, la gran mole delle tante costituzioni imperiali fra se discordanti, tenevagli ancor'in una profonda oscurità e densa caligine. A toglier queste tenebre volse finalmente Teodosio l'animo suo, onde alla fabbrica d'un nuovo Codice tutto inteso, rifiutate le tante efimere costituzioni de' Principi dettate secondo l'occasion de' tempi, e le molte inutili e fra di lor contrarie..
