    The NRC has convened the Committee on Monitoring International Labor Standards to provide expert, science-based advice on monitoring compliance with international labor standards. The committee held a workshop in July 2002 to assess the quality of information and measures of progress towards compliance with international labor standards. This document summarizes the workshop. Reflecting the workshop agenda, this report focuses primarily on the availability and quality of information to measure compliance with four core international labor standards that were identified in 1998 by the ILO. The goal of this workshop summary is to communicate the key ideas and themes that emerged from the workshop presentations and discussions.

    The National Academies Science, Technology, and Law Program convened three workshops focusing on specific aspects of OMB's "Guidelines for Ensuring and Maximizing the Quality, Objectivity, Utility, and Integrity of Information Disseminated by Federal Agencies." The workshops were intended to assist the agencies in developing their agency-specific implementation guidelines. This workshop report details the approaches agencies are considering using to implement the guidelines.

    In 2001, with support from National Science Foundation, the National Research Council began a review of the evidence concerning whether or not the National Science Education Standards have had an impact on the science education enterprise to date, and if so, what that impact has been. This publication represents the second phase of a three-phase effort by the National Research Council to answer that broad and very important question. Phase I began in 1999 and was completed in 2001, with publication of Investigating the Influence of Standards: A Framework for Research in Mathematics, Science, and Technology Education (National Research Council, 2002). That report provided organizing principles for the design, conduct, and interpretation of research regarding the influence of national standards. The Framework developed in Phase I was used to structure the current review of research that is reported here. Phase II began in mid-2001, involved a thorough search and review of the research literature on the influence of the NSES, and concludes with this publication, which summarizes the proceedings of a workshop conducted on May 10, 2002, in Washington, DC. Phase III will provide input, collected in 2002, from science educators, administrators at all levels, and other practitioners and policy makers regarding their views of the NSES, the ways and extent to which the NSES are influencing their work and the systems that support science education, and what next steps are needed.

    Since 1988, the Board on International Comparative Studies in Education (BICSE) at the (U.S.) National Research Council of the National Academies has engaged in activities designed to increase the rigor and sophistication of international comparative studies in education by encouraging synergies between large and smaller scale international comparative education research, to identify gaps in the existing research base, and to assist in communicating results to policy makers and the public. Under the current grant (1998-2002), funded by the National Science Foundation and the U.S. Department of Education's National Center for Education Statistics, BICSE has sponsored public events and commissioned papers on the effects of the Trends in International Mathematics and Science Study (TIMSS), the power of video technology in international education research, international perspectives on teacher quality, and advances in the methodology of cross-national surveys of education achievement. This report responds to a request from the board's sponsors under the current grant to produce a report that builds on its previous work.

    Hispanics are defined as people of Spanish-speaking origin from Latin America, the Caribbean, or Europe. Hispanics vary in terms of socioeconomic status, race, religion and/or more. A common occurrence among the Hispanics, however, are the emerging issues concerning their health.It is estimated that by 2050 Hispanics will make up more than 25% of the United States' population. It is thus important that they have the resources to contribute maximally to American society. This can come about by first understanding and dealing with issues surrounding their health. In hopes of examining these issues and as a part of its continuing commitment to promote a national dialogue on race and diversity in the United States, the National Academies organized an expert meeting on Emerging Issues in Hispanic Health on April 10, 2002. Emerging Issues in Hispanic Health: Summary of a Workshop includes a review of key demographic data, such as population statistics, that characterize the Hispanic population in the United States; research on the socioeconomic, sociocultural, and behavioral determinants of health; effects of selective migration; the apparent epidemiological paradox: the relatively positive health outcomes observed in some Hispanic populations despite their relatively poor socioeconomic status or other types of disadvantage such as discrimination; and more.

    This report is a product of the Committee on Restoration of the Greater Everglades Ecosystem (CROGEE), which provides consensus advice to the South Florida Ecosystem Restoration Task Force. The Task Force was established in 1993 and was codified in the 1996 Water Resources Development Act (WRDA); its responsibilities include the development of a comprehensive plan for restoring, preserving and protecting the South Florida ecosystem, and the coordination of related research. The CROGEE works under the auspices of the Water Science and Technology Board and the Board on Environmental Studies and Toxicology of the National Research Council. The CROGEE's mandate includes providing the Task Force not only with scientific overview and technical assessment of the restoration activities and plans, but also providing focused advice on technical topics of importance to the restoration efforts. One such topic was to examine "e;the linkage between the upstream components of the greater Everglades and adjacent coastal ecosystems."e;This report addresses this issue by breaking it down into three major questions:What is the present state of knowledge of Florida Bay ("e;the Bay"e;) on scientific issues that relate to the success of the overall CERP?What are the potential long-term effects of Everglades restoration as currently designed on the nature and condition of the Bay?What are the critical science questions that should be answered early in the restoration process to design a system that benefits not only the terrestrial and freshwater aquatic Everglades but the Bay as well?This study was inspired in part by the 2001 Florida Bay and Adjacent Marine Systems Science Conference held on April 23-26, 2001 in Key Largo, Florida. An overlapping meeting of the CROGEE was held at the same location on April 26-28, 2001. The conference was organized by the Program Management Committee (PMC) of the Florida Bay and Adjacent Marine Systems Science Program. The PMC organized the conference around five questions suggested by the Florida Bay Science Oversight Panel. These questions related to circulation, salinity patterns, and outflows of the Bay; nutrients and the nutrient budget; onset, persistence and fate of planktonic algal blooms; temporal and spatial changes in seagrasses and the hardbottom community; and recruitment, growth and survivorship of higher trophic level species. Some of these issues are discussed in the present report. However, as noted earlier, this report focuses on the subset of questions that relate to linkages between the Bay and the upstream portion of the Everglades system that arose at the 2001 Florida Bay Conference.

    The National Research Council (NRC) recently conducted several projects concerning urban poverty, racial disparities, and opportunities to change metropolitan areas in ways that have positive effects on residents' well-being. In reports such as Governance and Opportunity in Metropolitan America (1999), place, space, and neighborhood have become important lenses through which to understand the factors affecting opportunity and well-being. After the publication of Governance and Opportunity, the Office of the Assistant Secretary for Planning and Evaluation (ASPE) of the U.S. Department of Health and Human Services became interested in what insights research focused on place might offer in terms of improving the conditions of vulnerable families-a population about whom ASPE is particularly concerned. Because of its interest in the topic, ASPE provided generous support to the NRC to hold a workshop on the importance of place and to produce a report based on the findings of the workshop. This report, Equality of Opportunity and the Importance of Place, is the culmination of the NRC's work on behalf of ASPE.

    IDs--Not That Easy highlights some of the challenging policy, procedural, and technological issues presented by nationwide identity systems. In the wake of the events of September 11, 2001, nationwide identity systems have been proposed to better track the movement of suspected terrorists. However, questions arise as to who would use the system and how, if participation would be mandatory, the type of data that would be collected, and the legal structures needed to protect privacy. The committee's goal is to foster a broad and deliberate discussion among policy-makers and the public about the form of nationwide identity system that might be created, and whether such a system is desirable or feasible.

    Atlantic salmon in Maine, once abundant but now seriously depleted, were listed as endangered under the federal Endangered Species Act (ESA) in November 2000. The listing covers the wild fish in eight Maine rivers as a single "distinct population segment." The controversy in Maine that accompanied the listing led Congress to request the National Research Council's (NRC's) advice on the science relevant to understanding and reversing the declines in Maine's salmon populations. The charge to the NRC's Committee on Atlantic Salmon in Maine included an interim report focusing on the genetic makeup of Maine Atlantic salmon populations. This is the interim report. Understanding the genetic makeup of Maine's salmon is important for recovery efforts, because the degree to which populations in Maine differ from adjacent populations in Canada and the degree to which populations in different Maine rivers and tributaries differ from each other affect the choice of recovery options that are most likely to be effective. This report focuses only on questions of genetic distinctiveness. The committee's final report will address the broader issues, such as the factors that have caused Maine's salmon populations to decline and the options for helping them to recover.

    High-speed flight is a major technological challenge for both commercial and business aviation. As a first step in revitalizing efforts by the National Aeronautics and Space Administration (NASA) to achieve the technology objective of high-speed air travel, NASA requested the National Research Council (NRC) to conduct a study that would identify approaches for achieving breakthroughs in research and technology for commercial supersonic aircraft. Commercial Supersonic Technology documents the results of that effort. This report describes technical areas where ongoing work should be continued and new focused research initiated to enable operational deployment of an environmentally acceptable, economically viable commercial aircraft capable of sustained supersonic flight, including flight over land, at speeds up to approximately Mach 2 in the next 25 years or less.

    The National Spatial Data Infrastructure (NSDI) was envisioned as a way of enhancing the accessibility, communication, and use of geospatial data to support a wide variety of decisions at all levels of society. The goals of the NSDI are to reduce redundancy in geospatial data creation and maintenance, reduce the costs of geospatial data creation and maintenance, improve access to geospatial data, and improve the accuracy of geospatial data used by the broader community. At the core of the NSDI is the concept of partnerships, or collaborations, between different agencies, corporations, institutions, and levels of government. In a previous report, the Mapping Science Committee (MSC) defined a partnership as "...a joint activity of federal and state agencies, involving one or more agencies as joint principals focusing on geographic information." The concept of partnerships was built on the foundation of shared responsibilities, shared costs, shared benefits, and shared control. Partnerships are designed to share the costs of creation and maintenance of geospatial data, seeking to avoid unnecessary duplication, and to make it possible for data collected by one agency at a high level of spatial detail to be used by another agency in more generalized form. Over the past seven years, a series of funding programs administered by the Federal Geographic Data Committee (FGDC) has stimulated the creation of such partnerships, and thereby promoted the objectives of the NSDI, by raising awareness of the need for a coordinated national approach to geospatial data creation, maintenance, and use. They include the NSDI Cooperative Agreements Program, the Framework Demonstration Projects Program, the Community Demonstration Projects, and the Community-Federal Information Partnerships proposal. This report assesses the success of the FGDC partnership programs that have been established between the federal government and state and local government, industry, and academic communities in promoting the objectives of the National Spatial Data Infrastructure.

    For many, thoughts of suicide are abundant and frequent. There exists a fear of death but an even greater fear of life due to the latter's hardships. Participants of the committee on the Pathophysiology and Prevention of Adult and Adolescent Suicide of the Institute of Medicine's workshop on suicide prevention; however, believe that there is potential for better suicide prevention. Two workshops were convened by the committee: Risk Factors for Suicide, March 14, 2001 and Suicide Prevention and Intervention, May 14, 2001. The two workshops were designed to allow invited presenters to share with the committee and other workshop participants their particular expertise in suicide, and to discuss and examine the existing knowledge base. Participants of the second workshop were selected to represent many areas including: design and analysis of prevention programs, suicide contagion, and firearm availability and suicide. The committee wanted to assess the science base of suicide etiology, evaluate the current status of suicide prevention, and examine current strategies for the study of suicide. Suicide Prevention and Intervention: Summary of a Workshop summarizes the major themes that arose during the workshop. It also includes the workshop agenda and a list of speakers that were present.

    The Principal Deputy to the Assistant Secretary of the Air Force for Acquisition requested that the National Research Council (NRC) review the Air Force's planned acquisition programs to determine if, given its scale, the highly talented scientific, technical, and engineering personnel base could be maintained, to identify issues affecting the engineering and science work force, and to identify issues affecting the aerospace industry's leadership in technology development, innovation, and product quality, as well as its ability to support Air Force missions.

    Since the mid-1940s, when Vannevar Bush and Theodore von Karman wrote Science, the Endless Frontier and Toward New Horizons, respectively, there has been a consensus that strong Department of Defense support of science and technology (S&T) is important to the security of the United States. During the Cold War, as it faced technologically capable adversaries whose forces potentially outnumbered U.S. forces, the United States relied on a strong defense S&T program to support the development of technologically superior weapons and systems that would enable it to prevail in the event of conflict. Since the end of the Cold War, the United States has relied on its technological superiority to maintain a military advantage while at the same time reducing the size of its forces. Over the past half-century, creating and maintaining a technologically superior military capability have become fundamental to U.S. national security strategy, and investment in S&T has become a basic component of the defense budget.In late 1998, Congress asked the Secretary of Defense to conduct a study, in cooperation with the National Research Council (NRC), on the S&T base of the U.S. Department of Defense (DoD). Congress was particularly concerned about areas of the S&T program related to air systems, space systems, and supporting information systems. Its concern was based on the Air Force's reduction of its S&T program from the largest of the three military service programs to the smallest. Congress also wanted to ensure that the Air Force maintained an appropriately sized S&T workforce. In late 1999, the Deputy Under Secretary of Defense for Science and Technology asked the NRC to conduct a study to explore these issues.

    A remarkable creation, the Internet encompasses a diversity of networks, technologies, and organizations. The enormous volume and great variety of data carried over it give it a rich complexity and texture. It has proved difficult to characterize, understand, or model in terms of large-scale behaviors and a detailed understanding of traffic behavior. Moreover, because it is very difficult to prototype new networks--or even new networking ideas--on an interesting scale, data-driven analysis and simulation are vital tools for evaluating proposed additions and changes to its design. Some argue that a vision for the future Internet should be to provide users the quality of experience they seek and to accommodate a diversity of interests. Looking Over the Fence at Networks explores how networking research could overcome the evident obstacles to help achieve this vision for the future and otherwise better understand and improve the Internet. This report stresses looking beyond the current Internet and evolutionary modifications thereof and aims to stimulate fresh thinking within the networking research community.

    The Committee on National Statistics (CNSTAT) convened a workshop on November 4-5, 1999, to identify new directions for health statistics and the implications for health data of changes in the health arena faced by DHHS; state and local health departments; the consumers, developers, and providers of health care products and services; and other health policy makers. Changes in our understanding of health, in health care (managed care, Medicaid, Medicare), in welfare reform, in federal-state relations, in the availability of administrative data, in advanced genetic data, in information technology, in confidentiality issues, and in data integration are examples of recent developments that may play a significant role for DHHS in making future policy decisions.

    Interpreting the Volume-Outcome Relationship in the Context of Cancer Care is a summary of a workshop held on May 11, 2000, which brought together experts to review evidence of the relationship between volume of services and health-related outcomes for cancer and other conditions, discuss methodological issues related to the interpretation of the association between volume and outcome, assess the applicability of volume as an indicator of quality of care; and identify research needed to better understand the volume--outcome relationship and its application to quality improvement.

    The Board on Science, Technology and Economic Policy updated its 1999 analysis (Appendix A, Securing America's Industrial Strength, 1999) of changes since 1990 in the distribution of federal research funding by field of science and engineering) by incorporating FY 1998 and FY 1999 obligations from the NSF Federal Funds survey, with particular attention to the trends in basic research support, changes in research fields' relative dependence on research-sponsoring agencies, and the relationship between changes in research support and changes in enrollment in graduate training in selected fields of research. The Board did not recommend funding levels for any discipline but addressed procedural aspects of R&D budgeting.

    In this century, the United States will be challenged to provide sufficient quantities of high-quality water to its growing population. Water is a limiting resource for human well-being and social development, and projections of population growth as well as changing social values suggest that demands for this resource will increase significantly. These projections have fueled concerns among the public and water resources professionals alike about the adequacy of future water supplies, the sustainability and restoration of aquatic ecosystems, and the viability of our current water resource research programs and our institutional and physical water resource infrastructures.With the goal of outlining a roadmap to guide policymakers, the Water Science and Technology Board (WSTB) held a series of discussions at several of its meetings in 1998-2000 about the future of the nation's water resources and the appropriate research needed to achieve their long-term sustainability. From those discussions, the board produced this report, the objectives of which are to:draw attention to the urgency and complexity of water resources issues facing the United States in the twenty-first century;broadly inform decision makers, researchers, and the public about these issues and challenges;identify needed knowledge and corresponding water resources research areas that should be emphasized immediately and over the long term; anddescribe ways in which the setting of the water research agenda, the conduct of water research, and investments devoted to such research should be improved in the next few decades. This report discusses major research questions related to the critical water issues that face the nation. It lays out an interdisciplinary research portfolio for the next 20 years and recommends agenda-setting processes that can maximize the nation's ability to prioritize and conduct water resources research.

    As a result of the heightened public and political attention and the movement toward standards and accountability, performance measurement has emerged as an important concern in the early childhood care and education field. At the request of the Department of Health and Human Services' Administration for Children and Families, the Board on Children, Youth, and Families convened two workshops to learn from existing efforts to develop performance measures for early childhood care and education, to consider what would be involved in developing and implementing an effective performance measurement system for this field, and to delineate some critical next steps for moving such an effort forward.

    Sea mines have been important in naval warfare throughout history and continue to be so today. They have caused major damage to naval forces, slowed or stopped naval actions and commercial shipping, and forced the alteration of strategic and tactical plans. The threat posed by sea mines continues, and is increasing, in today's world of inexpensive advanced electronics, nanotechnology, and multiple potential enemies, some of which are difficult to identify. This report assesses the Department of the Navy's capabilities for conducting naval mining and countermining sea operations.

    Extending the life of an airframe has proven challenging and costly. Extending the life of an avionics system, however, is one of the most critical and difficult aspects of extending total aircraft system lifetimes. Critical components go out of production or become obsolete, and many former suppliers of military-grade components have gone out of business. From 1986 to 1996, for example, the percentage of discontinued military/aerospace electronic devices nearly doubled- from 7.5 percent to 13.5 percent. In addition, legacy avionics systems, which were designed to meet requirements of the past, generally lack the full capability to perform new missions, meet new threats, or perform well in the new information-intensive battlefield environments.As the legacy aircraft fleet ages, avionics systems will become more and more difficult to support and maintain. Whereas the military once provided a large and profitable market for the electronics industry, the military electronics market today constitutes less than 1 percent of the commercial market. As a result, the military must increasingly rely on commercial off-the-shelf (COTS) technologies for its avionics hardware and software. Although COTS items are generally less expensive than comparable items designed especially to meet military specifications, the technology-refresh cycle for COTS is typically 18 months or less, which exacerbates the obsolescence problem for aircraft whose lifetimes are measured in decades. The short refresh cycle is driven mostly by the tremendous advances in computer systems, which comprise an increasing percentage of avionics content.In response to a request by the Assistant Secretary of the Air Force for Acquisition, the National Research Council convened the Committee on Aging Avionics in Military Aircraft, under the auspices of the Air Force Science and Technology Board, to conduct this study. This report summarizes the following:- Gather information from DoD, other government agencies, and industrial sources on the status of, and issues surrounding, the aging avionics problem. This should include briefings from and discussions with senior industry executives and military acquisition and support personnel. A part of this activity should include a review of Air Force Materiel Command's study on diminishing manufacturing sources to recommend ways to mitigate avionics obsolescence.- Provide recommendations for new approaches and innovative techniques to improve management of aging avionics, with the goal of helping the Air Force to enhance supportability and replacement of aging and obsolescing avionics and minimize associated life cycle costs. Comment on the division of technology responsibility between DoD and industry.

Several biotechnology areas are identified as important for the Army to exploit, either by direct funding of research or by indirect influence of commercial sources, to achieve significant gains in combat effectiveness before 2025.
