The Government of the Federal Democratic Republic of Ethiopia commissioned a national study to review the overall education system of Ethiopia in 2016 that resulted in the Education and Training Roadmap outlining the unwavering commitment towards transformative changes in the national education system. Among the various areas identified in the Roadmap for further intervention and urgent policy shift was the dire need to differentiate the public universities¿which for ages have stagnated from disciplinary and mission redundancy¿and transform them to vibrant 21st century dynamic universities endowed with missions commensurate with the critical needs of the country.

IT controlling is established as a tool for controlling information technology. The job description of the IT controller has changed only moderately over a long period of time. It was mainly associated with IT budgeting, IT portfolio management, IT cost planning, accounting and controlling. However, digitalization has brought movement in goals, contents and methods. New topics such as digital strategy management, cloud controlling, data science, etc. are being discussed. The task profile is changing away from pure IT cost analysis to the management of the digitization strategy with a focus on strategic IT portfolio management. Mit dem Telekompaket und der TSM-Verordnung wurden auf europäischer Ebene zwischen den Jahren 2005 und 2016 zwei Policies zur sukzessiven Stärkung der Netzneutralität erlassen. Dieses Buch untersucht vergleichend die Wege zu Politikwandel in der Netzneutralität auf EU-Ebene. Es zeichnet gleichzeitig die Etablierung des Subsystems der Netzneutralität im Zeitverlauf nach und leistet ein umfassendes Mapping aller beteiligten Akteure und Positionen im Kontext der EU-Telekommunikations- und Netzpolitik. Mittels des Advocacy-Koalitionen-Ansatzes (ACF) und einer Methoden-Kombination samt Prozess- und Diskurs-Netzwerk-Analyse ist der Wandel der EU-Politik über eine Kombination von Wegen festzustellen: Unterstützer-Mobilisierung, Subsystem- und Koalitions-Veränderungen, Policy-Lernen sowie Broker als vermittelnde Akteure begünstigten in beiden Fällen auf unterschiedliche Art und Weise die Politikveränderungen beim Policy-Problem der Netzneutralität.

Das berufliche Lehramt verzeichnet bereits seit vielen Jahren einen deutlichen Fachkräftemangel, der sich auch in den niedrigen Studierendenzahlen an den Universitäten widerspiegelt. Es gibt bereits einige Studien, die sich mit der Ursachenforschung sowie Maßnahmenfindung zur Behebung des Fachkräftemangels beschäftigt haben. Anschließend daran wird im Rahmen dieser Analyse eine Umfrage mit Studierenden des beruflichen Lehramts durchgeführt, um deren Wahrnehmung der Attraktiviät des Studiums zu erfassen. Außerdem werden mögliche Kritikpunkte aufgegriffen, die von Studierenden geäußert werden und gegebenenfalls für andere Studieninteressierte Ausschlusskriterien darstellen und somit die niedrigen Studierendenzahlen begünstigen. David Kergel explores the questions of how free and self-determined we are in the digital age, whether the Internet encloses us or whether it opens up new spaces for diversity and education. The starting point is the thesis that the Internet is both heritage and future: postmodern spaces of freedom and neoliberal fixations of the electronic age unfold in the ubiquitous cultural space that digital media span. At the same time, the Internet restructures social spaces in the 'analog world', digitalizes self/world relations or forms digital cultures, which in turn form ourselves. For dealing with the ambivalence of the Internet between postmodern diversity and neoliberal subjectification, an understanding of media education based on educational theory is proposed.This book is a translation of the original German 1st edition Kulturen des Digitalen by David Kergel, published by Springer Fachmedien Wiesbaden GmbH, part of Springer Nature in 2018. Waldorfkindergärten und Waldorfkrippen stellen trotz ihres jahrzehntelangen Bestehens noch immer eine Forschungslücke dar. Neben vielen Publikationen zu Intentionen und Annahmen der vorschulischen Waldorfpädagogik gibt es weltweit fast gar keine empirischen Untersuchungen vorzuweisen. Diese Lücke soll die vorliegende Forschungsarbeit anfänglich schließen. Den Bezugsrahmen der Untersuchung bilden einerseits die erziehungswissenschaftlichen Diskurslinien um pädagogische Qualität in frühpädagogischen Einrichtungen und andererseits die theoretischen Grundpfeiler der Waldorfpädagogik. Vor diesem Hintergrund wird ein qualitatives Forschungsdesign entwickelt, das die beteiligten Erwachsenen im Feld ¿ Fachkräfte, Dozierende und Eltern ¿ nach besonderen Schwerpunkten der pädagogischen Qualität in Waldorfeinrichtungen befragt. Dabei kann gezeigt werden, dass es Merkmale gibt, wie z.B. bestimmte Annahmen über den Menschen, von der Bedeutung des freien Spiels, von Rhythmus, von sinnlichem Erlebenund viele weitere, die für Waldorfkrippen und Waldorfkindergärten spezifisch zu sein scheinen. Obwohl PISA 2018 bei 21% der 14-Jährigen Defizite im basismathematischen Bereich feststellte, ist das Thema Rechenschwäche vorrangig eines der Grundschulforschung. In diesem Buch wird die Entwicklung eines nach IRT konzipierten Gruppentestverfahrens (LeDi-Arithmetik) aufgezeigt, das es Lehrkräften der Sek. I ermöglicht, mangelnde mathematische Basiskompetenzen zu erkennen. Das Testergebnis lässt eine Einordnung in Kompetenzstufen zu, die für potentiell rechenschwache Schüler*innen Ausgangspunkt einer Individualdiagnostik sein kann. Anhand von bisher publizierten Studien zu Fähigkeiten rechenschwacher Lernender sowie Entwicklungsmodellen arithmetischer Kompetenzen wurden spezifische Inhalte identifiziert und zum Teil durch verstehensorientierte Aufgabenformate, wie sie in standardisierten Tests kaum zu finden sind, umgesetzt. Auch wurden Aufgaben zu gebrochenen Zahlen konzipiert, deren Ergebnisse bei unklarer Diagnostik im Bereich der natürlichen Zahlen, herangezogen werden können. DieAnalyse von 400 Schülerlösungen zeigt auf, welche Aufgabeninhalte sich zur Diagnostik im Klassenverband eignen, welcher Stellenwert verstehensorientierten Aufgaben zukommt und wie diese unter Einhaltung der Gütekriterien psychometrischer Tests verwendet werden können.

In this book, the author traces the emergence of the climate-related financial risks (CRFR) policy norm in central banking. During recent years, Central Banks (CBs) have increasingly started to care about climate change. This development is puzzling and has received surprisingly little scholarly attention so far. Why is it that CBs with a very narrow mandate like the ECB, start to tackle CRFR? What makes CBs adopt a new policy norm on climate change and sustainable development although this provokes discussions about their independence? Based on data collected through expert interviews triangulated with public sources, the author shows that the CRFR policy norm emerged in three steps. First, an epistemic community of think tanks and politically engaged academics framed the idea of CRFR and proposed a policy norm specifically focusing on CBs. Second, the epistemic community taught the CRFR policy norm to early-adopting CBs that acted as norm champions, which helped strengthen its socialrecognition in the central banking community. Third, the CRFR policy norm has been strengthened by activist campaigns demanding CBs to comply with the emerging new policy norm.
