  • - Legal Framework for Multi-Domain Warfare
    av U C Jha
    616 - 890,-

War is generally characterised by extreme violence and destruction. The ongoing Russian-Ukraine and Israel-Hamas conflicts have demonstrated that war leads to suffering for both, whether the vanquished or the victor. In the Israel-Hamas conflict, as of 25 Dec 2023, over 22,000 Palestinians and Israelis in all have been killed and nearly 66,500 injured. Palestinians face a bleak future once Israel ends its deadly assault, with most of the civilian infrastructure turned to rubble. In order to limit human suffering and unwanted destruction, certain rules and regulations have been framed. While it is nearly impossible to impose these in a violent conflict wherein killing is legitimised, a legal framework exists to contain human suffering and destruction of civilian property unless required by imperative military necessity. This book on Military Operations covers the international humanitarian law with which the military commanders must be well-versed to ensure the legal and ethical conduct of their forces. This book includes various domains of wars and legal frameworks and attempts to put it in a simplistic form for quick comprehension by all stakeholders. It also includes certain emerging issues like lawfare, the applicability of international humanitarian law in outer space conflicts and the concept of command responsibility. This book, though not an official document of the government, has been designed and written for the commanders and officers of the armed forces of India who are likely to function in a tri-service environment. This book will also be useful to the officers of the Judge Advocate General Department, who serve alongside their commanders in the operational context as well as to the students of international humanitarian law, researchers, and policymakers.

    av Lieutenant Commander Bharat Singh

The rapid and extensive shift in technology, especially in the digital cyberspace domain is creating new challenges for national security. The penetration of digital technology in almost every aspect of human transactions has created data and privacy vulnerabilities not seen before. The administration and economy of every nation now rely heavily on digital technology. Not only an individual, but the society and the nation collectively are at risk of being sabotaged by external forces owing to transnational access to the sensitive social and personal data. This data is being actively used in information warfare to cause political unrest and regime change, as well as for covert & overt military application. The development of new technologies like Artificial Intelligence, deepfake and quantum computing has added whole new capabilities in the hands of one's adversaries. The armed forces are the last bastion of defence and will be called in to protect the national interest when civilian institutions falter. The creation of Defence Cyber Agency is an initial step in the right direction. All defence and security agencies will have to develop a deep understanding of new and emerging complex threats in the domain of cyberspace, laws on surveillance and Information Technology and emerging trends in international forums to come out with requisite indigenous solutions and defensive-offensive capabilities.

  • - The UK Intelligence Failure to Fix, French Intelligence Reforms and the Tablighi Jamaat Intelligence Networks in Europe
    av Musa Khan Jalalzai
    616 - 746,-

Technology has empowered antagonism with the ability to form nearly enough factions to erode the power of the state. It has enabled the theft of secrets and the proliferation of dangerous knowledge over vast distances. Governments no longer have a monopoly over information. Secrets are harder to keep than ever before. At the same time, technology has made the dream of near real-time fusion of intelligence come true. It has revolutionised tradecraft and continued to hold out the promise of being able to detect dangerous corporeality. After the Cold War and the collapse of the Soviet Union in the 1990s, intelligence agencies were desperately looking for a different mission to justify their existence. The mandate of intelligence defines its job and stresses the need to perform it within a legal framework and demonstrate resilience and ambitions. In several European states, during the operation of intelligence agencies, many things are not going in the right direction. These kinds of operations have never been successful. A clearly defined mandate helps a security intelligence service to function within a statutory remit. Through various measures, intelligence agencies collect information about sarcastic elements and foreign networks. Following the post-cold war intelligence mechanism in Britain and European Union member states, the emerging threat of foreign espionage has become precarious to national security. Cyber terrorism and information theft are a second type of threat to the economy and businesses of the government. However, one type of espionage that has not emaciated but rather expanded after the end of the Cold War is economic espionage. Threat intelligence provides better insight into the threat landscape and threat actors. Foreign espionage is not one kind of interference in the affairs of the state but damages national security. Hostile states have been attempting to harm and intimidate businesses and infiltrate government institutions to create an environment of fear. Some Eastern European intelligence agencies are undergoing a deep crisis of confidence, and national security management. A contest of strength between domestic and foreign intelligence agencies and, a misplaced sense of professional approach, poor organisational management, threaten the security of these states.

  • - India's Maritime Highway to Great Power Status
av Vice Admiral a K Chawla
    480,-

The Indo-Pacific has emerged as the pre-eminent geopolitical and geo-economic construct of the 21st Century due to two main reasons - the economic and demographic vitality of the region and the emergence of a non-democratic and aggressive China as a global power with its sights set firmly on dominating the oceans. There has always been an organic connection between maritime power and a country achieving 'Great Power' status. China had recognised this connection in 1979 and in its quest to achieve 'Great Power' status, has assiduously developed its maritime power over the last four decades to emerge as the primary maritime challenger to the US. China's maritime military expansion is particularly worrying, as it is unprecedented in recent history. However, the growth of China's maritime power has not been restricted to its Navy, but has also included the explosive growth of its coast guard, maritime militia, merchant marine, oceanographic research, fishing fleet, ports and maritime infrastructure, both civil and military. The Belt and Road Initiative, especially its maritime leg, the Maritime Silk Road, is another facet of its unprecedented maritime growth. It is happenstance that the coming into being of the Indo-Pacific construct has coincided with India's emergence as a major economic, scientific and cultural power, with a demographic dividend to boot. However, maritime power remains a weak link in the elements comprising India's Comprehensive National Power, which is clearly evident from available maritime metrics. India is a maritime nation with a glorious maritime past, and this paper argues that the Indo-Pacific construct offers India an opportune avenue to rejuvenate its maritime power. The Paper recommends that India needs to develop its Comprehensive Maritime Power through a holistic Maritime Strategy, which would be a vital enabler for India's emergence as a developed nation by 2047, and its eventual rise as a 'Great Power'.
