The law on the national domain is still the subject of criticism, even if it has become less virulent. We would therefore like to begin with a critical presentation of the current land legislation and question its appropriateness before turning to Law 2011-07 of 30 March 2011 on land ownership. We will then make the case for legal certainty for all in the forthcoming reform, whether urban or rural. A lot of land that has been allocated to "investors" for several years now has never been developed. This is why it is urgent, as the NGO CICODEV AFRICA is calling for, to declare a moratorium on Large-Scale Land Acquisition (L.S.L.A.) until the advent of the reform; to audit the files on land already allocated so that, if necessary, it can be decommissioned and allocated to the farmers who need it or returned to the Rural Councils.
