In recent decades, the international community has become increasingly alarmed by disasters that, because they affect larger and larger concentrations of people, tend to be more and more destructive. Hurricanes, earthquakes, floods, sea penetrations, electrical discharges, droughts and forest fires continue to scourge humanity. Natural disasters have been, and will continue to be, major threats to sustainable development, as resources for development are lost when a disaster causes the results of an investment to disappear. A new loss in resources is produced as a consequence of a decrease in the production of goods and services.
