Red Raptor

How would any nation on earth react, even the most neutral, if another power threatened their population with starvation? What crisis would it cause? Would they become allies of even the most despicable actor if the choice was doing their aggressor's bidding or allowing their people to die? Would they pass their secrets willingly or pay a ransom? Surrender rather than die? Pay a ransom? That will be the world's choice if Operation Red Raptor succeeds. But this Doomsday weapon is a two-edged sword. The same power that controls others could also decimate an aggressor. That would be the world Red Raptor creates - a second world-ending threat like today's nuclear weapon stand-off. This one would be different, though. Red Raptor would change the world without firing a shot. Will the world go to war over food? It cannot. Today's fragile balance would not survive a post-nuclear fight when the survivor's prize would be the meager food left on its scarred lands. Only a small group of rogue agents can prevent this, and only if they can defeat a covert Russian agent with unlimited power.
