This study examines US policy toward the military dictatorship of General Augusto Pinochet in Chile during the 1980s. The authors provide fresh insights into bureaucratic conflicts that were a key feature of the policy-making process and reveal both the achievements and the limits of US influence on Pinochet's regime.
